Firewall is turned off

my firewall is off and wont turn back on, I tried to turn it on at the control panel, and tried to go to use Run, but its not working, anyone have this problem before? would restarting the computer help?

if it is windows firewall you may have an antivirus softwear that has a build in firewall which would disable windows firewall, in that case just leave it, antivirus programs I find have better firewalls anyway, so check your antivirus softwear, secondly you might need to run it as administrator, to do that right click it, click run as admin and it should work. if still a no go, restart the computer and try again, worst comes to worst you can check microsofts websight under troubleshooting
