Why did my dog tilt his head in confusion when he heard a whistle blown?

( I watched a video that had a whistle blown in it)

The dog probably tilt his head because certain sounds like fire alarms,or whistles can hurt their ears.

confusion, my dog does that when he hears a police, abulance, or ambulance siren so im guessing its confusion?

It’s kind of like a ‘’WTF is that?’’ look. You know when you hear something strange and you bring your eyebrows down and try to listen closer? That’s their thing.. they tilt their head. And it’s extremely cute lol

I know that, but this whistle didn’t hurt his ears, he just tilted his head and rose his ears. When it stop he went back to sniffing around, the normal dog stuff.
