Try Audacity, it's not quite as good but it'll work fine for what you want to do. Softwares like Cubase and Cakewalk are awesome but cost a few hundred bucks. Audacity is free. You can download it off freewarefiles.com, upload the song, cut out the parts, download format factory from freewarefiles.com to convert it to whatever format you want.
I prefer Wave Pad to Audacity. Very powerful. Very flexible. Very free.
