Itd have to be well dyed, if it looked fake and unnatural than no. My sister is a tan person and she dies hers that color and she looked awful lol. Also that color is terrible with greasy or oily hair. I know all colors are, but that one is one of the worst. Otherwise all that, yes. Itd give the person a beach look. Especially if their hair was wavy naturally.
