That is called a Non-Newtonian fluid. You can make this by mixing cornstarch and water for example.

It is an example of a “Shear Thickening Fluid” (STF) non-Newtonian Fluid.

The mix of cornflour and water that behaves like this is sometimes called “Oobleck”
