Applying for govt position

After an interview w/ the govt, I was asked if I could go for training in another state for 4 wks. I was given the duties of the position - pay scale&grade and then 4 ksa’s to answer. (knowledge, skills, and ability) but I was never told where to submit it. Each ksa is graded by points. An agency online said they ‘d do it for 69.00 per question! Can you help me?
