How can I fix my heater in my car?

I have a 97 Saturn 4 door. One day the heater was working just fine and the next in didn’t work at all. And one more question my seat belt is not retracting back like it should so the whole belt is just let out do you know how I can get under the paneling where the belts contraption is?

Heaters are not driven by belts, they use the cooling system to generate the cabin heat. You have hoses that run to a heating coil that runs to your cabin of the car. If these hose are not getting warm when you turn on the heater, the valve that allows the water to flow may not be working.

The seat-belts use a coiled spring to retract, the best thing I can say here is they may need to be replaced.
